BY-LAWS OF THE
UNIFOR SOUTHWESTERN ONTARIO RECREATION COUNCIL
Section 1 This organization shall be known as the unIFOR SouthWestern Ontario Recreation Council (S.W.O.R.C.).
Section 1 Its object is to plan and establish recreation programs, according to the unIFOR policy; to promote greater participation by the local unions to plan diversified programs for everyone; to bring about co-ordination between the recreation and total union programs; to establish and conduct recreation training classes; and to link the union to the community through the use of community facilities and through the co-operation with the community recreation leaders.
MEMBERSHIP AND ATTENDANCE
Section 1 Five elected/appointed representatives from each Local Union and one elected/ appointed representative from each Local Union Retirees’ Chapter might become a member of the S.W.O.R.C.; with five votes (5) votes allowed per Local Union. In the case of only one representative attending, he/she shall carry the maximum votes (5). The Retiree representative shall have one vote.
IN THE CASE WHERE NONE OF THE ABOVE CHOOSES TO PARTICIPATE, THEN THE LOCAL EXECUTIVE MAY APPOINT REPRESENTATIVES.
Section 2 The Council may select representatives for each activity who will serve on the Council. They shall have voice but no vote, unless they are representatives of a respective Local Union.
Section 3 In order to conduct regular business at monthly meetings, Local Union representatives failing to attend 3 consecutive meeting without just cause will be considered non active members and removed from the representative mailing list.
Section 4 Any Officer failing to attend two consecutive S.W.O.R.C. meetings without notifying the Chairperson shall have his/her seat declared vacant.
Section 5 Officers may be recalled by 2/3 vote at a meeting scheduled for that purpose and at which at least 51% of participating Locals are present.
ELECTED OFFICERS AND THEIR DUTIES
Section 1 The officers for the Council will be a Chairperson, Vice-Chairperson, Recording Secretary and Financial Secretary.
Section 2 The Chairperson shall preside at all meetings of the Council and shall perform such other duties, executive and administrative, as naturally fall within the duties of this office.
Section 3 The Recording Secretary shall keep a true record of all the proceedings of this Council; shall see that copies of all minutes are available to all local unions in the area, also the National Recreation Department; and shall perform all other duties of this office.
Section 4 The Financial Secretary's duties will be to handle the finances and give the financial report in writing at each meeting.
Section 5 The Chairperson and Vice-chairperson will be delegates to the unIFOR National Recreation Council.
NOMINATIONS AND ELECTIONS
Section 1 Nominations and election of officers and delegates shall take place in November every three years.
Section 2 The method of voting shall be determined by a plurality vote of the members present.
Section 3 The third delegate to the National Recreation Council to be elected in conjunction with our officer’s election.
Section 4 If our Council holds the seat of National Recreation Chairperson, the alternate delegate will be chosen on a rotating basis. The method of selecting this delegate will be determined by the majority of members present at the meeting scheduled for this purpose. This delegate may not stand for an officer’s position on the unIFOR National Recreation Council.
Section 5 One alternate delegate will be elected in conjunction with our officer’s election to replace any elected delegate who is unable to attend the unIFOR National Recreation Council.
Section 1 Special committees shall be appointed at the discretion of the Council and shall appoint a Chairperson to administer to respective correspondence.
Section 2 At least one Council representative must be on each special committee.
Section 1 No official decision can be made at any meeting unless a quorum is present. A quorum shall consist of representatives from at least 50% of the participating local unions.
Section 2 Special meetings may be called by the chairperson or the Recreation Director or upon written request signed by Representatives of 50% of participating local unions.
Section 3 Meetings will be held the second Wednesday each month at 6:00 p.m. unless moved for just cause. Members may be carded for these meetings. Time limit on meeting will be the completion of regular S.W.O.R.C. business.
OUT OF TOWN EXPENSES
Section 1 Each delegate attending National Council meetings other than members covered by the National office will receive mileage expenses at a rate of $0.40 per mile.
Section 2 Each delegate attending National Council meetings other than members covered by the National office will receive a Per Diem consistent with the unIFOR Constitution.
Section 3 Delegates attending National Council meetings other than members covered by the National office, the Council will pay single accommodations when not in Port Elgin.
AMENDMENTS TO BY-LAWS
Section 1 These by-laws may be amended by presenting a motion in writing setting forth the amendments sought to a council meeting. The motion shall be read to that meeting and referred to the by-laws committee which will report to the succeeding Council meeting, the notice of which must contain a notice of the particular by-law amendments, that will be considered. If approved by 2/3 of the membership vote thereon at the succeeding Council meeting, the amendment shall be considered adopted by the membership.
